still very present. those here still tapping into some of that cool air moderating temperatures closer to the bay and the coast. right now we're stepping outside to some 50's and 60's. so as you're getting out there, don't forget that extra layer. it's kind oonthose sweater mornings. if you'll be outside for more than just a couple of minutes later on today, we're actually going to be a bit warmer than we were yesterday. inland highs rising well to the 80's and low 90's. well, a lot of 70's along the bay shore, those 60's not going anywhere towards the coastline. i will be talking some interesting weather that we have coming up, especially towards the weekend. all still to come. weather right now is pretty good. so is your commute forecast? not a bad way to kick off this back-to-school morning bay bridge. 8 minutes to get you across the span. less than 10 minutes sounds pretty good. mateo bridge a 12 minute set your limit right there. not as foggy as yesterday on the richmond center fell bridge a little bit of good news there. still plenty of fog as you make your crossing at the golden gate rain. all right.

on the eve of that, we're now learning more about a deadly shooting killed a woman in oakland. >> neighbors telling us she was a mother kron four's. sara stinson reports on how she's now being remembered. >> neighbors say family members of maria ramos have placed flowers, candles, balloons where she was killed. several people telling us they are shaken by this shooting as ramos. it was a mother and this happened in the middle of the day. >> the very next day the sister came here. >> and they have like a little it rolled >> a memorial continues to grow on hilton street in oakland where a mother was shot and killed on august. 7th oakland police have identified the woman as maria ramos. this is video from the citizen app showing the scene last wednesday. police say they responded around 2.30 in the afternoon and found ramos with a gunshot wound. she died at the scene. petros lives nearby. he says he was working from home when shots rang out. he saw the aftermath just someone.

>> fall and just so and then put his coming here. police say multiple people have been taken into custody in connection to the shooting. >> neighbors say police got security video from nearby homes. petro says in the 3 years he's lived in this neighborhood. this is the first time there's been a shooting and he's concerned that it keeps out on to or so. >> it's not a of good for keeps him for everyone living along. my first experience i don't know what's happening said, but definitely i would love. the it's about this team. >> police would not release any more information about the people arrested. we did reach out to the council member of this district, kevin jenkins. but we did not hear back in time for this report. i'm sara stinson reporting back to you. >> well, developing news as investigators are responding to a person found dead. this is right near s of general chp alerted authorities about the body found around 9 last night

on 20th and puerto avenue. this is right near 101, investigators have said the body is of an an house person in that they were not involved in a traffic incident. we reached out to chp for more details or update you as soon as we get more info. 38 people are without a home in oakland this morning after a dumpster fire spread to their apartment. this is what's left of that three-story building right near lake merritt crews were on scene boarding up windows the 5. water say the flames started in a dumpster right at the back of the building around 5.30, yesterday morning in group crews managed to prevent damage to 26 units. 4 units were completely got it. the red cross helping people who are displaced. some of the residents told us still trying to figure out their options because they don't want to go to shelters various reasons. oakland city officials now apologizing after requesting money back from the widow of fallen officer twan lay before his death. a ransomware attack caused about 120 oakland city

employees to be accidentally paid an extra $461. officer lee was among them. the city recently requested that money back from his widow, prompting outrage from the oakland police officers association. the sent a strongly worded letter to the city and offered to pay off the debt by collecting money from other members. oakland city administrator learned that situation and waived the fees. have billion dollar deal struck between richmond city council and well company, chevron, the 550 million dollar settlement was unanimously approved. the deal follows the removal of a proposed tax measure on chevron's refinery. the measure was to be voting on come november. but now under this new deal, chevron says they're going to pay the city 50 million dollars a year for the next 5 years. 60 million a year after that, a culmination of a long battle between the city and the big oil company over pollution. they are. and while martinez called the

settlement a store for the city. but an environmental justice group says they have mixed feelings. >> is both ankles and pride in the work that we've done like we're very, very old of everything that. our community members are volunteer, he's ours. that, you know, is that everyone has given so much. this campaign were so out of that. and were disappointed because we know that a lot of richmond voters, we're excited for the opportunity to vote on this in november. well, megan's apartment with the asian pacific environmental network action. >> says they're going to continue to hold everyone accountable for any additional pollution issues also are urging other cities follow richmond, sleet and make big polluters pay. the man convicted of killing a popular baker in oakland has now been sentenced to 7 years in prison. ishmael birch pleaded guilty to voluntarily manslaughter robbery. this is in the 2023 incident. the lead to the death of jennifer angel angels, a social justice advocate and the algae owner of angel cakes. police say she

was sitting in a car behind a bank in oakland when birch broke in, grabbed her purse. that scares say she tried to take the purse back was dragged by the 19 year-old get away car angel was seriously injured, died 3 days later. arrested 4 months after that. in the east bay, a west oakland dance studio is slowly recovering from a casi burglary. this happened earlier in this week. owners say they're now counting on the community to help them out. kron four's philippe djegal has that story. >> at least 2 thieves had full out studios in west oakland all to themselves early monday morning. co-owners anthony esposo and rocko luciano say the suspects broke in after hours and ransacked the place. we have to change your bank account and >> that whole there and replace everything. so it's still annoying and >> hard to deal with post. so and lucy say the burglars used a truck to back into the

studios rolling gate and made entry through the open corner. one of them eventually finds >> the reception desk and finds the register. they start to kind of get it and finally realize that they can. >> look at the last of cash and assets totals about $400. but also and luciano say the burglars caused more than $10,000 in damages. the studio has been in business 8 years hosting performers from throughout the bay area. the owners filed a report with police. they say several attempts have been made to burglarize the studio over the years. but this is the first time thieves were successful where an arts organization where we're like not. >> scheer to make like whole bunch of money. there's really that much. in arts unfortunately. so we do it mostly out of the kindness of are. and we got a lot of fulfillment from ending business owner. you have to be resilient i have so much faith

going the area. we are looking at a day today that at this point is going to feel kind of familiar. we've done it a few times now this week, a little bit of fog this morning. if you look really closely at this view, downtown san francisco, you got the top of salesforce tower right there in the midst of a little bit of that fog that has settled into the bay. it's a sign of that cooling. that is a trend of weather that has been welcomed. keeping us out of the triple digits. we do have a couple more 90's popping up in our inland areas today, though, that unfortunately, i do have to know low pressure to the north of us is dragging in some cooler air indefinitely sea breeze. but the high pressure is not to be completely pushed out as we make our way into the weekend. this low actually really tightens its grip on northern california. this will cool us down a bit. but what it also down a bit. but what it also does is help to resul few showers across far northern california. take a look at this. some of the first rain of the season for parts of northern california. eureka could see around a 10th of an inch of rain. well, you

another good look at him. coty short hair, 40 to 50 years old, 5, 7, 5, 8, he's believed to be on foot. pacific. a man accused of recording of self stabbing a woman to death and then live streaming on facebook committed to a mental hospital this week. comes after a judge ruled he was not mentally competent to stand trial for murder. 40 year-old mark stephens much you cough was arrested in july of last year after one of his facebook friends reported the live stream video to authorities. she called confessed to the murder in court. later said that confession was generated by ai. he said to receive mental health treatment in a state facility for maximum period 2 years. check this out. we have video from citizens up showing an ice cream know this crashed into a wall in san francisco yesterday. they said having on 45th between year geary boulevard and the bull street. there were no reported injuries or structural damage. thankfully, still don't know what caused that crash. city

>> welcome back to the kron. 4 morning news as we inch closer to 05:30am. before you leave the house, you need to know how to plan. jon travel has a look at your forecast for the day morning. their arena. we are looking at a day today that it's going to bring with it a little bit of morning fog and a lot of afternoon sunshine sounds pretty familiar with that spending a lot of time here lately. >> this is where we're sitting in the east bay hills, that fog evident out in the distance, not resulting in a

lot of visibility issues for most of us. but there are a few spots around point raise the peninsula itself and the couple pools around the east bay, too. now, as we make our way into the day, we are going to see temperatures rising pretty quick. so enjoy a cool morning while we've got it 50's and 60's right now, areas like pittsburgh and brentwood. you're at 68 kind of a warm start. but compared to the 90's you have later on today for some of our inland areas feels pretty good by comparison at the moment. i will be talking big changes into this weekend. still ahead, as for your roads, things are smooth sailing. so far, only 8 minutes across the bay bridge. as for other spans, we do have the san mateo bridge at 12 minutes to make your crossing the richmond center fell and the golden gate have seen a bit of fog in the vicinity, but not as much as yesterday, right? right, john, thank you for that. in the south bay, santa clara county health officials. >> reporting this year's first human case of west nile virus. one person has died and another recovering from the

virus covers. michael thomas is live in san jose with the latest morning. michael. this is the first case of west nile virus in south is seen. but officials here say it's actually excuse me. this is the first death that the south bay seen. but it's not the first case. >> and other counties like san mateo are also warning its residents to really be aware. take a look. we've got general video up on your screen as a break. it all down. now, this death in the south bay comes after mosquitoes in san jose were tested positive for carrying the virus. and santa sound at clara county. vector control says its been spraying to try and reduce mo quitoes in the south bay, along with no peters and some other areas that are unincorporated of the county. keep in mind, west nile virus is a mosquito-borne disease that causes mild to severe flu-like symptoms and it includes things like fever, headache, body aches. and in some severe cases, the rolla g symptoms or even death over in san mateo county. officials there say they recently found a bird that was carrying the virus. they're now reminding its residents how to be safe

when it comes to dealing with these situations. take a look. these are some tips up on your screen. they want to remind people to dump standing water that may be in flower pots along with bird baths or gutters. report mosquito bites. if you're noticing that you're getting them often and also using insect repellent, especially if you're out late at night or in the early mornings. lastly, they say to report any dead birds that you may be finding as that could be a sign that the virus is in the area. now, remember the risk of serious illness or is low for most people that do get this virus. there are times where it can be deadly. as we've seen those most vulnerable are normally 60 and up last year, there were about 20 deaths across california that were connected to the west nile virus. so officials say they just do one people to be aware back out here live. we did reach out to the health department this morning for an update as we get more information. we'll continue to keep you updated. that's a very latest reporting in the south bay, michael thomas. think back to live in the studio. great things to be mindful of. thank you for

show you renderings of what could be as early as 9 months from now. we do know that there will be a groundbreaking ceremony a little bit later today. here's what's going to happen. san jose state will eventually by the south tower at a cost of 165 million dollars. it basically turns the south tower into a college dorm. if you've been to college, you know exactly what i'm talking about. it has all the amenities of a college dorm near campus, meaning they have a fitness center. they have food there. they'll have police presence. it will feel like a dorm and then once the students get out, of course, they'll be able to go to the university by walking there or if they want to take their scooter. san jose state has been struggling for years to try to provide housing for students. this is an attempt by them. they're working with a contractor for this. but this is their latest attempt

to get people to san jose state to a safe area. we will be there for the ground breaking. but look at this on the outside it's a luxurious hotel and don't call it fairmont because it's not the fairmont hotel anymore. it's sydney, a by hilton. but we do know it's the south tower and we will zoom in. it is dark right now. but it is the south tower. multiple floors and it will be a dorm in about 9 months from now. back to you right now. beautiful. well, thank you for that. park because police arrested a man they say is suspected of burglary and vandalism. >> of a family owned business march police right of the business after receiving a report they found forced entry on the business and multiple cars vandalized. detectives later discovered that stolen personal checks from that business owner being cashed various locations after investigators identified a total mean as a person of interest. muniz was arrested by sonoma county sheriff on suspicion of burglary, vandalism and car theft. drug

addiction has long been an issue plaguing san francisco. but we got some good news. health officials say overdose numbers go are falling. they believe there's a way to make those numbers decrease at an even faster rate. methadone is prescribed to help transition alex off of an opioid helping this decrease. that it's a it's not as accessible as it could be looking to remove areas which would help even more lives according to the san francisco department of public health, less than 40 people died a drug overdose last month. that's down from 66 people in may looking year to year. it's about 15% less in 2024. today compared to the deaths in 2023. city health leaders say the drop in overdoses is likely due to drugs like cooper an orphan. and then you have methadone as well. currently in san francisco, more than 2,500 people receive methadone to city clinics over recent years. federal restrictions of eased up for method. all it's not the case here in california making it harder

for those who need it. >> under new federal laws, new methadone patients can get up to 72 hours or 3 days of methadone from a hospital or other health clinic. this allows them to start methadone treatment immediately. outside the operating hours of a methadone clinic. back in april, san francisco assemblymember matt haney introduced a bill with california would match federal rules like this. >> also asking to increase the amount a patient can take home ways to speed up and mission into treatment. the bill is currently being discussed in committees at the state capitol. time now 5.39 now the state capitol lawmakers and families impacted by fentanyl gathered to support prop 36 so says the mayor, matt mahan is one of those supporters of that measure. explain what he hopes to see prop 36 accomplished. the proposition would also help keep businesses safe as well. >> prop 36 does is escalate

yesterday. police say they did not report any injuries or structural damage in this incident. cause still unknown. let's talk about recent fires that are burning in california. thousands firefighters, we're going to stay in the park fire burning across butte. >> to jemez shots to plumas counties. it's been about 3 weeks since the fire sparked more than 429,000 acres of timber and the flames have destroyed more than 600 structures. the news crews are gaining ground fires now. 41% contained multiple evacuation orders have been reduced to just warnings. that's good crews near the eldorado national forest gain ground in the closure. pfizer fire firefighters have been able to hold containment lines there, put out hot spots inside the burn zones. it's burned close to 2000 acres is now. 76% contained. meanwhile, you have and either updating the public in their efforts to be a more fire safe company. they're installing more weather stations. high-definition cameras and they're also
